Now I konw why Microsoft call it a 'Beta' release. It seems that if you try to install Defender on a non-english version of Windows you will get an error 1609. Just create a local group named 'users' and try again. Worked for me.

By default, Windows 2003 R2 uses the old MMC 2.0-style UI with the old snap-in dialog box and no Action pane. To enable the new features and interface, perform these steps:
- Start the registry editor (regedit.exe).
- Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MMC.
- From the Edit menu, select New, Key.
- Enter a name of UseNewUI and press Enter.
- Close the registry editor.
